Funeral Service for Past Department Commandant
With the passing of Department Past Commandant William J. McGown (MSgt USMC, RET), and the COVID-19, having a normal funeral services was not possible. The family recorded and posted the funeral service on YouTube.

Passing of Past Department Commandant William McGowan
It is with a heavy heart that we announce the passing of Past Department Commandant William McGowan.
Marine McGowan's wife Sharon posted to Facebook this message:
"It is with a heavy and broken heart that I am letting Bill's facebook family and friends know that he lost his battle with cancer this morning. His efforts were tireless and his will strong. He loved the USMC, his family and friends dearly. His enthusiasm for life, trying new (and dangerous!) things will remain a part of everyone. Thank you all for always being there. We are heartbroken but he has his wings - Sharon"
Department Sr. Vice Commandant Thomas Arcuri stated this morning:
"I lost a good friend this morning! A Marines Marine. Bill was a driving force and founding member of our Marine Corps League Detachment and Rome Marines Veterans Center. A two tour Vietnam Vet who carried scars from that war for decades. I will miss our conversations my friend along with our motorcycle rides to the Wall in DC with the Leathernecks M/C. Fair winds and following Seas! Semper Fidelis! William McGowan Master Sergeant USMC Ret."

Message from the Department Commandant, April 24 2020
Marines and Associates of the Department of New York,
The Coronavirus Disease 19 (COVID-19) pandemic has affected us all. For the safety and security of our membership, the Department of New York 2020 Annual Convention which was set for June 11th ,12th and 13th is now officially postponed until October 1st ,2nd ,3rd, 2020.
A special thanks to PDC Jim Ransom, who while dealing with the National Convention in Florida, has gone above and beyond in securing the Embassy Suites in Syracuse, NY for the Department of New York Convention. Thank you, Jim, for an outstanding job.
The Marine of the Year will still be selected in June per the Bylaws, by doing so, next year’s candidates get a full year to prove themselves. Any number of candidates may apply but this year only two candidates are needed to begin the process. Candidates for this award are directed to email their paperwork directly to the three committee members for consideration. We do not know when things will return to normal and these candidates should not be penalized because of the Pandemic. The Marine of the Year Criteria has been sent out in a Department e-Blast by my Adjutant. If you require the contact information of the Committee members, please contact the Department Adjutant.
We have moved the drawing date of the Department raffle to October at the Department Convention. This will allow our members more time to participate in this activity. Make sure your Detachment takes it’s $2.00 per ticket commission before returning the tickets to the raffle chairman.
I want to let you know that your Department Staff is working hard during this pandemic to conduct as much of the League’s business as possible in these conditions, and are monitoring ever changing conditions with the COVID-19 pandemic.

Message from the Department Commandant, April 2020
Detachments, Marines and Associates of the Department of New York,
As these trying times continue, we have received Emergency Procedures for dealing with Conventions and elections on both the Department and Detachments levels. If you have already installed your Detachment officers by the book or by my abbreviated way, you are good to go. If not, you are directed to follow the Emergency Procedures as directed by the National Commandant and the National Board of Trustees. These Procedures have been sent to your Area Vice Commandants and a link will be posted to the Department website.
Again, due to the Pandemic, there is a real possibility of not having an Annual Department Convention in June. Should this convention be cancelled, the Board of Trustees agrees with me that we will move it to October 1st, 2nd, 3rd.
Also, per National Emergency Procedures, all current Department Elected and Appointed officers shall have their terms of office extended until elections can be held.

Due to the COVID-19 pandemic, guidance from the National Headquarters and the Executive Order from New York State Governor Cuomo, Many Detachment activities have been put on hold. Many members have not been able to participate in the annual Department Raffle. It has been decided that the drawing will be held at a later date, which will be announced in the near future. By doing this, as this pandemic passes, we are hoping that everyone will have more time to participate in the Department Raffle. Make sure your detachment takes it’s $2.00 per ticket commission before returning the tickets to the raffle chairman.
There are doubts that there will be a National Convention in Florida. We will simply have to wait and see.
Let us look to the future, things will get better, this virus will go away and there are brighter days ahead. Once they do, we will revert back to the way we normally operate. Keep the faith my brothers and sisters and please, continue to reach out to all of our members. Let no one be alone especially during these times.

Emergency Detachment Election Procedures
COVID-19 has impacted everyone's lives, not only in New York, but worldwide. The Department of New York wants our members to be safe. If you need assistance, reach out. We ask Detachments to check on their own members. Even with this crisis, we are attempting to conduct some of the business of our organization in these trying times.
National Headquarters has also come up with emergency procedures for conducting Detachment elections. The guidance document has been distributed to your Area Vice Commandant for distribution to their respective Detachments.
